The word “decline” softens and hedges against the stronger “decrease”, and “reduction” guilefully implies that it was a conscious thing on behalf of the cops in that local spot, you know, like weight reduction. It’s a plausible-deniability excuse put forward at the local level to give your subconscious a straw to grasp, so it doesn’t have to deal with the personal responsibility that the wider implications would represent.
