Where the uncredited author omitted the name of the state to make the subject far less searchable. That’s an example of the propaganda technique known as “compartmentalization”. For the record, it’s California.

The curiously-uncredited author used the general “atall-time high” to imply it had gone up as far as it ever would, and to omit the far more impactful percentage increase between the records.

There’s a strict rule in journalism, where you list the largest number or percentage first, and then the rest in descending order. Here, the author Satanically inverted it, placing loss-leading football at the top of the list.
