Where the general “beating the previous record” and “surpassing the previous record” redact the specific decreases which I had to do the math to learn.

That is an example of the propaganda technique known as “plausible deniability”.
Neither Jessica nor the uncredited Intelligence operative from nyc.gov mentioned that the exponential decreases in shootings and murders in New York City were part of a wider trend taking place regardless of culture or geography.
These are examples of the propaganda technique known as “stonewalling”.
