Where author Catherine Cruz said “nearly doubles” in place of the specific statistic because “nearly” mitigates.
The subhead goes on to say “The proportion of U.S. kindergartners exempted from school vaccination requirements has hit its highest level ever, 3%, according to a recent report from the U.S. Centers for Disease Control and Prevention.”
We have now learned that Catherine shook the doll of the increase in Hawaii and pointed to it to avoid telling the larger truth of “the U.S. has its highest vaccine exception level in history”.
That’s an example of the propaganda technique known as “compartmentalization”.
Catherine said “hit its highest level” to imply that it reached it, but stopped.
She added the snide “according to a recent report” to give the subconscious of the Coincidence theorist reader the green light to say “oh, but someone must have reported that incorrectly!” or, “oh, but that was just one report!”

Where author Michael Devitt said “take population-level look" to walk the reader back a step from actually experiencing it.
And then he walked it back again when he told us we were going to “look at vaccines”, when, in fact, he meant that we were going to analyze vaccination rates.
He wrote the headline in a completely general way, where it cannot be discerned that the article is, in fact, about decreasing vaccination rates.
As a propagandist, he knows that seventy percent of readers only read the headlines, and that his hedging generality goes a long way toward “compartmentalizing” awareness of the scope, nay, the very existence of the decrease in vaccination which he is attempting to obfuscate.
