In short, NASA launches a rocket from Wallops Flight Facility that releases electrically-charged aerosols at the top of the earth’s atmosphere in order to figure out how noctilucent clouds form?
I wonder if we got Walloped!

It appears that this activity is related to increased Naval excercises in all the oceans bordering the US. The underwater exercises are said to include “the decimation of more than 11.7 million marine mammals over five years and will increase with each new warfare testing range expansion.”
