Thoreau quote - "Beware of all enterprises that require new clothes."

During this week’s chatblast we targeted an African bureaucrat who made problems for one of us.

He was seen to wear two different outfits, one Western the other traditional. Having blasted him thoroughly I commented that it proved Thoreau’s admonition.

Here is the exact statement which Thoreau made:

“Beware of all enterprises that require new clothes.”

Is there any possible reason that a sovereign human individual would put on a head on top of his/her own? Or dress in a style dictated by another?
